Windows Account Handoff

Account flow got the day's main attention.

Changes

Smoothed desktop startup so launching into account and session flow feels less abrupt on a fresh client.
Clarified account sign-in so getting from identity setup into the hosted arena takes fewer guesses.
Prepared the Windows download package so the public client path has a clearer artifact for players to install.
