Spawn Safety and Windows Versioning

Narrowed spawn safety checks while making Windows build versioning report more accurately.

Changes

• Narrowed spawn-strip blocking to real head-on threats so field starts stay protected without unnecessarily holding back safe launches.
• Fixed Windows client file-version metadata so installed builds report the right version to players and update checks.
