Windows Release Package Caching

Cached the Windows release packaging path so download builds can be refreshed more reliably while update signals stay consistent.

Changes

Cached the Windows upgrade installer so the update path uses a consistent handoff instead of rebuilding the installer differently between release checks.
Prepared the Windows download package so players get a consistent installer artifact when the public client is refreshed.
Cached the Windows release target so download pages and update checks agree on the client version players should install.
